DBE1 Activities in September 2009 ARRO Report

Articles below were included in the report of USAID Aceh Reconstruction and Recovery Office (ARRO) for September 2009:

1. DBE1 Program Expansion in Aceh Province
Following the successful implementation of DBE 1 programs in five districts of Aceh Province, and upon the request from the Aceh Local Government, USAID has approved the expansion of DBE 1 activities into all districts in the province. To mark the expansion, DBE 1 held a program launching and workshop in Banda Aceh from September 7– 8.
The program launching was attended by approximately 50 representatives from participating district governments, donors, and NGOs. In his remarks, the Vice Governor of Aceh, Muhammad Nazar, stressed the importance of transparent planning and budgeting processes. Mr. Nazar proudly announced that Aceh has the best education plan in Indonesia, therefore he requested that all district plans support the implementation of the provincial plan. He thanked USAID for its continuing support to develop basic education in Aceh.

The first phase of expansion into new districts will begin in October 2009 with six districts selected based upon DBE1 assessments of district commitments, needs, data accuracy and availability. The districts selected are Aceh Tamiang, Aceh Timur, Aceh Barat, Aceh Barat Daya, Nagan Raya and Langsa. The remaining 12 districts are scheduled to begin similar activities in January 2010.
Unlike the initial program, the program expansion will be focused at the district level only, and will include a school unit cost analysis, district education financial analysis, strategic planning (Renstra), and good governance for education.
The launching event concluded with the signing of a collaborative agreement between the representatives from the six districts and DBE1 Chief of Party, Dan Moulton, and was witnessed by the Vice Governor.
On the workshop day, Mimy Santika and Remy Rohadian of the Education Office presented on the progress of USAID DBE 1 programs in Aceh and Frank Hijman of DBE1 presented data and school unit costs. Amazingly, the Bupatis of Aceh Tengah and Aceh Besar used their presentation time to describe their own experiences with the DBE program, the impact it has had on their district education programs, and provided personal testimonies having participated in the DBE1 program for the last three years.

2. DBE1 assistance to develop Banda Aceh Municipality Education Office strategic plan
On September 14, the local government of Banda Aceh City held “the Public Consultation on Education, Youth, and Sport Strategic Planning or Renstra Disdikpora 2010 -2012” for Banda Aceh City Working Unit (SKPD). This Restra outlined the education program activities in Banda Aceh city from pre-school to senior high school, including the non-formal education. It also covered school governance and budgeting, monitoring, and evaluation. The formulation of this document was supported by the USAID Decentralized Basic Education program (DBE1) as one of its program’s components in promoting the quality of basic education in Aceh

The purpose of the public consultation was to gather input from education stakeholders in order to finalize the draft of the Renstra. This Renstra will be used as the formal guideline for implementation of the education programs in Banda Aceh City over the next three years. The event was well attended by education stakeholders in this region, including the Vice Mayor Mrs. Illiza Sa’adduddin who officially opened the public consultation. Yuhelmi of ARRO represented USAID to this event.
